                                    4 Essex Community Foundation Annual Review 2025A year of change and opportunity for EssexThis year has brought important discussions that will lead to major changes for Essex. Three reforms will reshape the way local charities and voluntary organisations work in their communities:%u2022 Devolution %u2013 the creation of a new Mayor for Essex and Combined Authority.%u2022 Local Government Reorganisation (LGR) %u2013 the move to new unitary authorities.%u2022 Integrated Care Board (ICB) restructuring %u2013 merger of 3 ICBs into one countywide that will focus on prevention, neighbourhood health, and community-led care. This is a critical moment for Essex, where voluntary organisations are working within a challenging landscape. 96% are facing rising costs and 81% report falling income, forcing many to rethink how they can sustain vital services.These reforms bring both opportunity and risk. With strong community involvement, they could deliver more local democracy and services that are shaped around people%u2019s lives. Without it, decision-making may become too centralised, weakening the networks that hold our county together.Shaping a positive future These changes underline why our 2030 Strategy places such emphasis on becoming a bold, leading voice for the voluntary sector. By championing the collective insights and experience of local charities, we will ensure they are included as Essex takes important decisions about its future.
